Cultural Barriers to Digital Transformation in the DoD

Without embracing digital transformation and innovation, the U.S. Armed Forces and U.S. Department of Defense (DoD) risk falling behind our adversaries and being forced to react to aggression instead of deterring it with the promise of overwhelming response to provocation.


Key Barriers for Digital Transformation include:


1.     Change resistance: Humans are naturally uncomfortable with change, yet adaptability is proven to be crucial for future success.


2.     Security concerns:  The prevailing perception that analog and siloed capabilities are more secure is crippling interoperability, collaboration, enterprise vulnerability mitigation, and proactive defensive operations. 


3.     The hot hand fallacy:  The belief that past success predicts future outcomes breeds superstitious ritualism, the antithesis to the rational pragmatism critical for advancement.


4.     Intolerance of uncertainty:  Digital ecosystems, digital environments, Artificial Intelligence (AI), and Machine Learning (ML) are largely an enigma to today’s senior military leaders, leading to an irrational aversion to digital progress.
